The Ripon Road mental health hospital kept its Good rating in every area, with leadership scored exceptional. What inspectors found on its two wards in July.
Cygnet Hospital Harrogate, the mental health hospital on Ripon Road, has been rated Good by the Care Quality Commission. It was rated Good for being safe, effective, caring, responsive and well-led.
The CQC published the report on 20 October. Inspectors visited on 21 and 22 July 2026. The hospital had not been inspected for three years, and was also rated Good at its last inspection in August 2023.
What the hospital is
The hospital at 23 Ripon Road is run by Cygnet Health Care Limited. It has two acute admission wards, according to the report:
- Haven Ward: 19 beds, for men
- Sanctuary Ward: 17 beds, for women
It treats adults with severe mental illness, including people detained under the Mental Health Act. When inspectors visited there were 18 men on Haven and 14 women on Sanctuary. Admissions are decided by a central Cygnet hub, not by the hospital itself.
How it scored
The CQC now scores a service on 34 “quality statements”, each out of four. Cygnet Hospital Harrogate scored 3, which the CQC calls a good standard, on 33 of them.
It scored 4, an exceptional standard, on one: capable, compassionate and inclusive leaders. Inspectors wrote that ward managers were “highly praised by external partners”. Staff described a “non-hierarchical” culture where they could raise concerns.
What patients and families said
Inspectors spoke with 11 patients and 4 relatives. All but one of the patients said they felt safe, although the wards were busy. One said they had “been in lots of hospitals, but this is the best”. Another called it “the best hospital” of the five they had stayed in. Patients praised the food and the activities, and the relatives raised no safety concerns.
The hospital’s own patient survey, for January to June 2026, had 34 responses. The report gives three of its results:
What inspectors flagged
The rating is Good, not spotless, and the report is open about the pressures on an acute ward. It records:
- Restraint: 67 incidents on Haven and 186 on Sanctuary between July 2025 and June 2026. Staff said this reflected how unwell patients were. Rapid tranquilisation was used 48 times in the same year, each one reported.
- Staffing: vacancies for 3 registered mental health nurses and 7 healthcare support workers, covered by overtime, bank and agency staff. Two patients said they had had leave cancelled once because of staffing.
- Blind spots: both wards have them because of the building’s layout. The hospital uses mirrors, CCTV and at least hourly observations.
- Training: basic life support training stood at 87%, against a 90% target, because two staff missed a course through illness.
There were no serious incidents reported in the previous 12 months, the report says. One patient went absent without leave while on an escorted trip, and the hospital reviewed its escorting guidance afterwards.
What it means for you
If someone you care for is admitted to Cygnet Hospital Harrogate, this report is the most recent independent check of the wards. It is free to read in full on the CQC website, section by section.
Every detained patient is automatically referred to an independent mental health advocate, the report says. The hospital’s number is 01423 500599, as listed by the CQC. Concerns about care can also go straight to the CQC.
